the cheapest server must not be the best one, please remember this. AFAIK (I'm not very familar with cheapest servers), Hetzner is one of the "price leading" companies in germany.

Most if not all servers and companies offering their services there are located in Germany, and mostly their servers are in German data centers as well -- Frankfurt, Berlin, Hamburg, ...
